泰國針對強迫勞動產品進口的新管制措施Thailand's New Forced Labor Import Controls
泰國法規迎來重大轉變。因應美國先前指出其執法漏洞並提議加徵 12.5% 關稅之調查,泰國內閣已於 2026 年 6 月 23 日正式批准成立「進口商品涉強迫勞動或勞務標準認定委員會」。該委員會將依據《商品進出口法》制定實施細則,建構新的進口管制法律框架。
除了政策制定,委員會將監督管制執行,包含制定符合世貿組織(WTO)原則的指引、建立合規文件評估標準,並向內閣提議將特定產品、製造商或國家列入「觀察、風險或黑名單」。
對在泰營運的企業(尤以電子、汽車、食品加工及紡織等出口導向產業為主)而言,這意味著供應鏈管理不能再只看成本與品質。企業必須掌握原料來源、評估人權風險並備妥合規文件。
